When do you need Boating License 1?
Whether you need a boating license depends on the maximum speed and length of the boat. If the boat goes faster than 20 km/h or is longer than 15 meters, you need a boating license. The boating license is also known as a Small Boating License. It is always followed by an I or II. This number refers to the Dutch sailing areas where you may sail with that license. Where can you sail with license 1?
Wondering which boating license you need? Boating License 1 (also called Limited License I) allows you to sail on rivers, canals and lakes. This license is suitable for (smaller) inland waters. Sailing license 1 also allows you to sail on the Gouwzee, which is part of the Markermeer. Exceptions are the Westerschelde and Oosterschelde, the IJsselmeer, the Markermeer, the IJmeer, the Eems and the Dollard. For these sailing areas, you need Sailing License 2.
What is the difference between Boating License 1 and Boating License 2?
The difference between Sailing License 1 and Sailing License 2 is in the area where you are allowed to sail. License 1 allows you to sail on rivers, canals and small lakes. License 2 also allows you to sail on larger waters and coastal waters. These are larger lakes and the sea, such as the Wadden Sea, IJsselmeer, Markermeer, IJmeer, Oosterschelde and Westerschelde. Before you can get Sailing License 2, you must first have Sailing License 1. It is also possible to obtain both License 1 and 2 at the same time. You cannot skip sailing license 1 to get sailing license 2 immediately.

Once you get your boating license, it is valid indefinitely. In fact, renewing a boating license was abolished as of July 1, 2014.
Do I have to be 18 years old to get Boating License 1?
If you pass the exam, but are not yet 18 years old, you will receive a result letter. You can then exchange this letter for a boating license at age 18.
Can I get Boating License 1 and Boating License 2 at the same time?
Yes, you can get Boating License 1 and 2 at the same time. You only have to take the exam once. Moreover, it is also more economical, because you often get a discount if you combine 2 courses.
Get boating license 1
Would you like to go out with your boat, but do not yet have a boating license? You can start by getting your Small Watercraft License I. To get your license 1, you must pass the KVB1 exam. There are several ways to get your license. For example, you can follow a day course. This means that you have a teacher who teaches you one day. Then you can take the lessons home and read them again yourself. There are also several online courses and video courses available. So you can choose what you find the most comfortable way. Of course, you can also choose self-study with possible exam training.
Boating license 1 exam
To get your boating license, you only need to take a theory exam, not a practical exam. You can apply for this exam on the CBR website and take it at a location near you. Don't forget to bring valid identification to the exam.
There is no minimum age for passing the exam. If you pass the exam, but are not yet 18 years old, you will receive a rash letter. You can then exchange this letter for a boating license at age 18. So until then, you may not drive a boat or sail in an area that requires a boating license.
Apply for boating license 1
If you have passed the Small Boat License I exam, you can apply for the license through the CBR website. To do this, follow the following steps:
- Go to the CBR website and login to My CBR
- Click the All Tasks tab or the button Something Else
- Click (under Recreational Boating) on Recreational Boating Health Statement
- You follow all further steps as indicated
- Click (under Recreational boating) on Apply for boating license
- Click on First application for license
- ClickStart
- You choose the pass with the most authority (to which you are entitled)
- You follow all further steps as indicated
Once you have paid, CBR will send your boating license to you within two weeks.
What does it cost to get boating license 1?
Of course, the cost depends on how you obtain Boating License 1. Are you following a day course? Then this often costs about €150,-. A video course is slightly cheaper, about €100,-. Furthermore, you should take into account the following costs:

Sailing license 1 abroad
To sail abroad, you need an ICC. ICC stands for International Certificate of Competency. It is a translation of the sailing license into English. All boating licenses that are newly issued automatically get an ICC as well. Sailing Permit 1 in English is an ICC for inland waters. If you have Sailing License 2 you will get an ICC for inland and coastal waters.
