Does an MMBS require registration?
An MMBS (Motor Vehicle With Limited Speed) used to be exempt from registration requirements, but since Jan. 1, 2021, there are new rules for driving on public roads with an MMBS. These new rules imply that an MMBS must be registered and thus receive a license plate. These include certain types of MMBS that have a maximum construction speed of more than 6 mph and drive on public roads. Are you in doubt as to whether your vehicle requires registration? When is a vehicle an MMBS?
An MMBS is a vehicle with a maximum construction speed of 25 mph or 45 mph. On the outside, the vehicle looks like an ordinary passenger car or van, but an MMBS is not equipped to transport people. The MMBS is used to perform specific (agricultural) work, such as delivering or picking up goods a short distance away. Examples of an MMBS include limited-speed sweepers, mobile excavators, combine harvesters, mobile stores (SRV wagons) and shredders.
Exceptions to registration requirements for MMBS
There are some exceptions regarding the MMBS registration requirement. These are:
- Vehicles with a maximum construction speed of less than 6 mph
- 1-axle motor coaches
- Asphalt pavers
- Asphalt milling machines
- Rollers
MMBSs narrower than 130 centimeters also do not require registration and license plates. These include:
- Vehicles without towing equipment intended for mowing, weed control, sweeping, snow removal, ice control or dog waste collection, among others
- Forklifts without interchangeable front trailed equipment
Can I check if my MMBS has registration requirements?

How do I register my MMBS?
You can register your MMBS on the RDW website. To do this, you can log in using your DigiD. You must also have some information about the vehicle to hand, such as the Vehicle Identification Number (VIN), make and trade name of the vehicle and year of construction. After you have paid the fee of €18 via iDeal, you will receive a confirmation email from the RDW. After the application has been approved, you will receive the registration certificate within 20 working days. One working day later you will receive the registration code.
Registration plate requirement for MMBS
Although an MMBS now has registration and license plate requirements, not all MMBSs are required to have a license plate. Your MMBS must have a license plate if:
- This drives faster than 25 km/h
- This exemption requirement is
If your MMBS does not exceed 25 mph, a license plate is not required until Jan. 1, 2025. As of Jan. 1, 2025, all vehicles will have a license plate requirement.
